The research conducted by Nicolas Koch and his team at the Mercator Research Institute on Global Commons and Climate Change in Berlin revealed that the majority of climate policies implemented have had minimal impact on reducing emissions, indicating the need for governments to intensify their efforts in finding more effective solutions to combat climate change.
Using machine learning, the researchers analyzed the effects of 1500 climate policies enacted between 1998 and 2022 in 41 countries across six continents. They identified 69 instances where emissions significantly dropped and linked 63 of these reductions to specific policy interventions within a two-year timeframe.
Despite these breakthroughs resulting in substantial reductions in emissions, most climate policies have not achieved similar success. Policies that are narrowly targeted, such as subsidies for electric vehicles, often fail to make a significant impact due to their limited scope. Conversely, measures like outright bans on coal usage have shown promise, especially when combined with other interventions.
According to Koch, pricing mechanisms, such as carbon prices and energy taxes, have proven to be the most effective in reducing emissions from profit-driven industries. However, a combination of pricing, subsidies, and regulations is necessary to achieve substantial emission reductions.
While there is no universal solution that works across all sectors, the study highlights the importance of identifying effective policy combinations tailored to specific circumstances. This information can guide policymakers in implementing strategies to address the emissions gap and optimize their approach to tackling climate change.
